US Sanctions Rebel Commanders in DR Congo Over Alleged Human Rights Abuses
The US State Department said the measures target Gustave Kubwayo, described as a special operations commander within the Democratic Forces for the Liberation of Rwanda (FDLR), and John Imani Nzenze, identified as an intelligence chief in the March 23 Movement (M23), according to reports.
Officials said the FDLR has been linked to ethnic violence, the use of child soldiers, and cross-border attacks, while the M23 group has been associated with serious human rights abuses and killings of civilians.
The State Department spokesperson said the US remains committed to regional peace initiatives, including agreements aimed at stabilizing relations between Congo and Rwanda as well as Qatar-mediated frameworks involving the Congolese government and rebel coalitions.
According to reports, Washington’s sanctions are part of broader efforts to pressure armed groups and support diplomatic efforts to reduce violence in eastern Congo, where conflict has persisted for years.
